I pulled the chains up to tight,how can I get them back down.

it will not run,when I pulled the chains up,i pulled them to tight,they are stuck

If the clock will not run, this is an indicator that it needs service, i.e. cleaning and oiling.
To release the weights you will have to remove the clock movement from the case, and release the ratchet pawl for each one.
