Clock I.D.

I recently got hold of an old wall mount wooden clock. It's about 50" tall and is heavily carved. The works are stamped ISR. The only writing on the face are the letters T F N. There is also a small logo of an eagle with a banner in its beak. The banner has what looks like a Japanese or Chinese
letter on each end.
Can anyone help me identify this clock as to maker, age, etc?
