Found it at thrift store today
The front reads: "Clock Movement by Sessions Made In USA"

It's a Sessions wall clock probably dating from the 1950's.
Sessions began business in 1903 by taking over the assets of the bankrupt E N Welch Clock Co. (they were Welch's major creditor). Over the years they made a wide variety of key wind mechanical clocks. In the 1930's they started making electric clocks, eventually discontinuing key wind models altogether. The company finally ceased operations in 1960 and closed.
Your clock was probably advertised as a tole wall clock because of the painted design on tin seen around the circumference of the case. A little careful cleaning of the case should bring out the design a little better. (aggressive cleaning may lift the design right off) Sessions made several models of clocks with painted tole designs.

Is it worth anything? Better yet, was it worth the $3.99 I paid for it?

It's an interesting collectible and worth what you paid for it. In time it will probably appreciate in value. Electric clocks, except for some specific types, have yet to command large sums in resale or at auction. You'll just have to wait a while.
