franze hermie wall clock

i just bought this franz hermie clock from a stall taking a chance on it working.the number on it it 86 the year it was made i suspect.other no. is 261-0808.i have no idea how to make it work when i put the left pendulum on the chain moves down with continuous chime.the right chain does not move at all and one end is right up to the top.what do i need to do?

too complicated to answer here sorry my advice is to get serviced - its 23 years old and probably needs one.
