I have completed the construction of a Harland Mission Tall clock with the Hermle movement. The plans you provided did not refect accurately the placement of the sounding board--I needed to add 3/8 inches depth to the board to place the chiming rods close to the movement hammers.
However, when I made that adjustment, the quarter hour hammers work, but the hour strike works only randemly--your technician suggested I move the fly wheel--it will work then, but not with out that assistence. Occasionally it does work, but never consistently.
I Have checked, checked and rechecked the level of the clock in both directions--I leveled it on the sounding board itself so I know that the movement is level.
What else can I do to get the hour strike to be consistent?

The mounting for the chime rods in the Harland should be correct - keeping in mind that it is 99% necessary to bend the hammers (one if not all) to properly align them over the corresponding chime rods. In regard to the movement chimes: I would continue to work with the mechanical technician.

The movement is warranted for a couple of years - - if the problem can not be corrected, we may have to seek information about a replacement movement. As a side note: You should not be required to make any sort of flywheel adjustment every time you want to hear the movement chime. This type of situation would possibly fall under guidelines of replacement conditions if further assistance can not be offered to correct the problem.
