I believe that you are referencing the Manchester Hall Clock Plan (stock #49854). If so, then the internet is the best place to start if you are looking for thin brass sheet metal:
Local hobby and craft stores may also be an option. The thickness you are looking for should be no greater than 1/16" (.0625). Note that it could be thinner. From there, you will use the plan pattern to cut the scrollwork into the brass sheet using a scroll saw. If you have never scrolled metal before, I would reccommend reading up on it first. Here is a book that I am familar with:
This book contains a short section about scrolling brass. You can also check for other books, or with scroll saw websites and forums to seek additional advice. There is a particular method for scrolling brass, and it is best to gain as much knowledge as possible. Also be sure to experiment on scrap pieces initially.
Note that use of brass is optional. You could also consider using a thin wood species (maybe veneer) which contrasts the case assembly wood. This will provide a similar effect to the brass plate option.

you could also cut the pattern out of wood, and apply a imitation gold leaf available at the craft store.

To get wood thinner than 1/4", you will need to look at veneers. Rockler offers some in various wood species...
You may be able to find smaller pieces or scraps at a cheaper price locally. Generally, veneer should be about 1/16" thick or less...
I found some 30 gauge brass on line. I learned a lot making this. I also had to get some metal cutting blades. but the clodk looks great thank for all the help everone gave me.
