Outdoor Clock for Garden Installation

I am a member of a County garden group (rabid gardener!). While visiting Edinburgh recently I noticed a large clock (maybe 10 feet radius) where the arms were essentially wire frames that allowed for flowers. The face and arms of the clock were covered with plants. Our garden group would like to make a similar installation in our community. I have no idea of where to start, or what kind of "kit" I should be searching for. Any advice/assistance would be very much appreciated. Cheers, Dalia
