Polaris 15 Day Winding Wall Clock Chimes?

hi there guys 1st time poster here glad to meet you all.

i have as the title says a polaris wall clock, it

chimes once and 1/4 past the hour

chimes the time ie 6pm at a 1/4 to 6 instead of 6pm and instead of chiming 6 times it chimes 5 times??

its the same thru out the day always chiming one less that the actual hour at a 1/4 to instead of the top of the hour and chiming once at 1/4 past the hour.

any gurus out there 1: understand what im saying because i hardly do and 2: no what the problem might be.
