Newbie Wall clock Anker \ Westminster
Anker is the brand name. Westminster is the chime the clock plays. Without a picture it hard to be sure but it sounds like you're describing a seconds hand(lever)and seconds "bit"(0-60).

Agreed. Ever since Howard Miller bought Kieninger, all they've done is try to make the movements as cheap as possible.

Easy ? about Seth Thomas 1942 Navy clock
The "stop" knob is for setting the time to the second as these clocks are and needed to be very accurate.

Can anyone identify this clock movement?
It's a electric Westminster chime movement made by the New Haven Clock Co. Probably @ c. 1930's
