Strike Will Not Stop

I have a Waltham 31 day chiming wall clock. The problem is that I can not get the strike to stop. When I start the clock and move the time to the hour position position, the strike does not stop at the correct hour. Instead, it keeps going and going and going. I tried oiling the movement, as suggested earlier, but that did not help. The movement does not appear to be dusty. Any suggestions?
