I have a wall clock that I had repaired several years ago. They installed a Hermle 2215 electronic pendulum movement. The pendulum continues to move but the clock hands no longer keep time. They just stay in one location. I replaced both C cell batteries with no change, but do not know how to proceed from here.

It sounds as though the unit has gone bad. Remember that with a battery operated pendulum movement, the pendulum is simply for show (and has no bearing on time keeping what-so-ever). This would explain why the pendulum continues to swing, despite the fact that the movement does not keep time. If a battery replacement does not solve the problem, then you should consider replacing the movement.
