I have a FHS clock that has chains to raise the weights when winding the clock. I pulled them until they stopped and now the weights won't drop...any insight to this issue?

Check the middle weight. Sometimes the weight hook jams into the wood board on which the movement is mounted. A slight twist and pull on the middle weight chain and hook will usually release it. Why the middle weight? It is the weight that supplies the power for the time section of the movement. If it does not work, obviously, the other two will not work.
